Nesting for Scale: Advancing JREDD+ Finance and Implementation

Terra Global Capital > Resources > News > Nesting for Scale: Advancing JREDD+ Finance and Implementation

During New York Climate Week 2026, Terra Global, Verra, and the Architecture for REDD+ Transactions (ART) convened Nesting for Scale: Structuring JREDD+ to Attract Investment and Deliver Benefits, a workshop focused on how nesting approaches can support the development, financing, and implementation of Jurisdictional REDD+ programs.

As governments advance JREDD+ programs, decisions about how jurisdictional programs and individual REDD+ projects are accounted for, credited, and financed have important implications for governments, communities, project developers, investors, and buyers.

The workshop brought together participants from across the market to examine these questions from technical, implementation, and financing perspectives. The discussion explored approaches to nested accounting and crediting, jurisdictional REDD+ standards, and how nesting can coordinate activities and incentives across jurisdictional and project scales. The workshop presentation describes nesting as encompassing alignment across accounting, governance, stakeholder engagement, policy, and benefit distribution.

The session also moved from frameworks to practical experience, drawing on JREDD+ and nesting developments in Misiones, Argentina; Chocó, Colombia; and Ghana. These case studies illustrated different approaches to jurisdictional accounting, project participation, baseline allocation, benefit sharing, and the transition from program design to implementation.

A central theme was the relationship between nesting design and access to climate finance. Investors and buyers need clarity not only on carbon accounting, but also on issuance, government frameworks, implementation capacity, credit eligibility, delivery certainty, safeguards, and benefit sharing. The workshop explored how these considerations can influence whether capital can move into JREDD+ programs at the scale required.

The discussion underscored that there is no single nesting model appropriate for all jurisdictions. Effective approaches need to reflect local, legal, and institutional frameworks while maintaining credible accounting, avoiding double counting, creating appropriate incentives for action, and providing a pathway for finance to reach the governments, communities, and other actors delivering forest protection on the ground.
