The Timor-Leste Jurisdictional REDD+ and Coffee ARR Program covers 676,038 hectares across Aileu, Ainaro, Liquiçá, Ermera, Bobonaro, Manufahi, and Covalima, encompassing 334,444 hectares of forest and 325,526 hectares of non-forest areas. Led by the Ministry of Tourism and Environment (MTE), the Ministry of Agriculture, Livestock, Fisheries and Forestry (MALFF), and Terra Global Capital, the Program supports national climate goals under Timor-Leste’s NDC.
The program aims to:
Reduce deforestation and degradation through improved forest management and protection (REDD+)
Restore degraded lands and enhance shade-coffee agroforestry systems (ARR)
Generate carbon revenues through Verified Emission Reductions and Removals (VERRs)
Promote sustainable livelihoods and long-term landscape resilience
The Program is projected to generate 22.4 million VERRs over 40 years (≈561,000 VERRs annually) and attract up to USD $67 million in carbon revenues and $94 million in enhanced coffee income during the first 17 years.
The Program strengthens forest protection through improved management, enforcement, and community co-governance systems.
Establishes and maintains clear forest boundaries and markers.
Trains community patrol teams and forest officers for joint monitoring.
Develops and enforces forest management plans aligned with national policies. Strengthened governance reduces illegal activity and ensures long-term protection of forest resources.
